Dr. William R. Eager

    Bill Eager is co-founder and President of TDA, Inc. He has more than 40 years of experience in the transportation field as an educator in transportation engineering, as a member of an industrial team seeking new approaches to economics and hardware of urban transportation, and as a consultant on projects throughout the world.

   Recent projects Dr. Eager has completed include: transportation planning for a large mixed use project in Dubai, central business district parking plans for the City of Tacoma; circulation and access planning for a new city in Cairo, Egypt; planning of access and internal transit for a planned recreational development in Taiwan. He has developed transit feasibility studies and ridership/cost estimates for the City of Aspen, for groups working on Seattle's transportation plans, and for other projects in the US and abroad. Recreational projects in Colorado, Washington, Jordan, Singapore, Malaysia, Indonesia and many other locations have utilized Dr. Eager's skill in planning for visitor access, internal transit systems and practical transportation issues related to their sites. On recreational projects, he focuses on the visitor experience and how it can be maximized within the physical and monetary constraints of the project.

    Dr. Eager is a member of the Pacific Asia Travel Association (PATA) and Principal of INTRA - International Tourism and Resort Advisors.  He is a longtime member of the Urban Land Institute where he was a Trustee for seven years and currently serves on the Public/Private Partnership Council.

    He has chaired and served on numerous panels for the Urban Land Institute and the AIA's R/UDAT program.

Mr. William T. Baldyga

    Mr. Baldyga is an Associate with TDA, Inc. His areas of responsibility include project management, data collection and analysis, traffic modeling, roadway and intersection analysis and research.

    Some of his recent work includes traffic modeling for a high volume corridor in downtown Seattle, project manager for a study involving the vacation of alley access on a parcel in the University District of Seattle, and project manager of the traffic impact study for a proposed housing development in Bonney Lake, WA. He has also managed many studies requiring data collection, such as intersection turning movement counts, signal timing, parking supply/utilization/duration, and personal surveys regarding trip purpose, origin/destination, or parking location.

    Mr. Baldyga is TDA's source for HCS analysis, Synchro and SimTraffic modeling. He has been with TDA since 1998. Prior to that, he was a data collection technician with Trafficount, Inc. for two years, and served in the US Marine Corps for five years.

COLORADO

Mr. David D. Leahy, P.E.

    David D. Leahy is a principal of TDA Colorado Inc. He is responsible for all aspects of the firm's activities in the Rocky Mountain region. During his thirty-five year career as a civil/transportation engineer, Mr. Leahy has managed a variety of public and private projects ranging from freeway corridor planning, design, construction, and traffic operation; downtown and institutional parking studies; public transit service and facility planning; transit operation; and transportation development for major resort areas.

    Prior to joining TDA in 1980, Mr. Leahy was Director of Transit Management for the Regional Transportation District in Denver. He came to RTD in 1975 from Boston where he managed the Boston office of a national transportation-consulting firm. Mr. Leahy began his career with the California Department of Transportation (Caltrans) in Los Angeles and Sacramento.

    Examples of his projects include: Staff traffic/transportation consultant to cities of Cherry Hills Village, Central City, and Glendale, Colorado; Transportation planning coordination with state and local agencies for implementing the fourteen-block long 16th Street Transitway Mall in downtown Denver including shuttle vehicle selection and operating requirements, transfer terminal operation and changes in downtown traffic circulation; Planning, site selection and functional design of eight regional and three mountain park-and-ride sites throughout the six-county metropolitan Denver transit district. FTA and FHWA interstate highway funds were used to construct these facilities; Transit development planning for Colorado Springs, Fort Collins, Vail, Beaver Creek, Colorado; Mesa/Tempe, Arizona; Glendale and South Lake Tahoe, California; and, Logan, Utah; Private Enterprise Policy and plan development for transportation systems in Denver, Fort Collins, Colorado Springs, Central City, and Oakland and South Lake Tahoe, California; Bus, pedestrian, and auto access and circulation plan development for alternative rail rapid transit station sites along the Santa Fe rail corridor in Denver.

    Mr. Leahy served on AIA Regional/Urban Design Assistance Teams (R/UDAT) in Los Angeles and in Pasadena, Texas, and is member of the American Society of Civil Engineers (Automated People Mover Subcommittee), American Planning Association, and National Trust for Historic Preservation.
